Responsibilities

  • Establish a collaborative BSD-Team in Karnali Province with key personnel from e.g., PLG, PLGSP, UNDP Track II, IFAD-ASHA, NCCSP-2, ICIMOD, KIRDARC, Sustainable WASH for all (SUSWA) project, “Empowered Women, prosperous Nepal” program, GRAPE project, NGO-Federation, FECOFUN, organizations of persons with disabilities and other disadvantaged groups, other relevant organizations.
  • Conduct a mapping exercise of the BSD systems and procedures, analyzing (i) strengths and weaknesses; (ii) existing capacities, capacity requirements and gaps; (iii) existing service standards, guidelines, tools, CD packages; (iv) and good practices and approaches.
  • Conduct research on BSD system functioning, impact, and sustainability. Pay special attention to social accountability of LGs and Wards to communities, people, and civil society, through (engagement of CSOs for) strengthening people’s voice with emphasis on women, historically excluded and marginalized groups including the persons with disabilities, gender and sexual minorities in public decision-making in development planning and budgeting processes.
  • Select priority areas for this Project to focus on, identify collaborative organizations for each area and develop detailed assignment ToRs and work plans – possibly: (i) GRID and Environmental safeguards; (ii) GIS-based climate vulnerability and disaster mapping; (iii) Watershed, landscape and ecosystem approaches; (iv) Strategic and annual planning and budgeting process; (v) Community resilience and agency for participation, contracting and O&M; (vi) Asset management and O&M systems and procedures, including procurement;
  • Lead strengthening of PLG Basic Service Delivery system with focus on:
  • Collaborative approach with building upon existing systems and other projects’ efforts.
  • Information and evidence creation for PLG strategic planning, decision-making and policy development.
  • LG basic service delivery progress and impact monitoring and reporting.
  • Performance accountability of LGs towards people for genuine and sustainable service benefits.
  • LG Learning and adaptive Governance capacities.
  • Assess how to improve the use of the annual LISA outcomes for LG strengthening, especially for BSD.
  • Engage with PSP, SNGP, PLGSP and others for sharing lessons and collaboration.
  • Develop for each area recommendations, design improvement features, implementation requirements, multi-stakeholder process descriptions, and existing good practice, which can be applied.
  • Develop an integrated and holistic approach to strengthening the whole PLG BSD system, based on the output of individual area assignments within a holistic GRID approach; and develop related CD strategies and plans for PCGG; as well as for scaling to other Provinces.
  • Organize workshops and seminars for validating work done, enrichment of the quality, clarifying roles and responsibilities, generating commitment and ownership of stakeholders, and to agree on stakeholder requirements (incl. capacities) for successful BSD system implementation within a holistic GRID approach.
  • Support PCGG with developing and updating relevant capacity development packages.
  • Support PLG and PLGSP with strengthening of BSD systems and processes within a holistic GRID approach.
  • Develop knowledge, PR and policy influencing products in support to PLG BSD strengthening, GRID approach and community engagement, as well as for reinforcing a national level enabling environment.

Requirements

  • Master’s degree with two years of progressive experience or bachelor’s degree with four years of experience in rural development, local governance and municipal development, basic service delivery
  • Experience of working with national and international development organizations to promote inclusive local governance/basic service delivery
  • Practical knowledge and experience in promoting gender and social inclusive in evidence-based policy formulation and service delivery
  • Excellent knowledge of computer including MS Office (Word, Excel, mail, and Power Point)
  • Experience of working in Nepal or South Asia will be an asset
